IV stands for Individual Values.

When you encounter a wild Pokémon in battle, or hatch one from an egg, it will be assigned a number from 0 to 31 to each of it's stats. IV of 31 will yield higher stats, while IV of 0 will yield lower stats.

There are six IVs, one for each of the basic stats: HP, Attack, Defense, Speed, Special Attack and Special Defense, and will determine how high (or low) that stat will be. Individual Values will stay the same, even when your Pokémon gains levels.

They are instrumental in determining the differing stats of Pokémon, most specifically of the same species.

It is difficult to actually determine the exact number in IV's, as they are all choosen at random.

Here is the formula:
{[(Stat / Nature) - 5] * 100 / Level} - 2 * base stat - Evs / 4

If the Pokémon has a nature that increases the stat the nature value is 1.1, if it does nothing to the stat, then 1 and if it degrades the stat the 0.9.

Its not all that complicated. It's difficult to control IVs. But you are likely to get better IVs when you breed Pokémon. If the mother has good IVs, even the baby Pokémon will have good IVs in those stats.
